SPOILERS Garou could achieve this form ONLY because of "God's" help. Still, the form was so powerful that Saitama actually had to use more strength than he used against Boros or Orochi; and with Garou deciding to go all-out, even Blast himself was terrified, and had to interfere in order for Saitama and Gorou to not accidentally destroy Earth.

Well technically in the newest arc of Super, Goku may or may not have a more powerful form of Ultra Instinct. "True Ultra Instinct" is possibly more powerful (or at the very least easier to use) since he uses it against Gas instead of perfected Ultra Instinct. Still, great video

Juggernaut Drive is basically like useless transformation. Issei got his true juggernaut drive, which is Cardinal Crimson Drive later in s4 (Vol 12) He further got another power up called Diabolos Dragon God, a power up form with Ophis help later in vol 20. It took him around 9 volumes to be able to master this form.
