The best an individual can do is file for charges, which is then approved or denied by the prosecutor. So no, if the prosecutor isn't pressing charges, the business owner can not press charges. The only option these business owners really have is taking the criminal to small claims or civil court and sue them for damages. This process could be lengthy and costly, which is why businesses find it cheaper to just eat the loss.
