Actually, Anurag Kashyap tried to say is, that Bollywood can't even make a film like Pushpa, where the major emphasis should be on "can't even". To understand the gist of what he said, you first need to understand figure of speech. He, in no way, is praising Pushpa or it's film-making, instead he's highlighting a poor condition of bollywood as whole, where the makers and producers are so closed-minded and unskilled, that they can't even make a basic, low-risk film like Pushpa, where he never commented on quality of Pushpa.
