Unless I'm mistaken it's the drum break at 0:41 and several other times. It's sped up by like 4x though so it only lasts a second. Like the Amen break, it's been sampled in countless breakbeat songs.

I heard this as a kid on a demo disc. Not even a full game; a demo disc. Heard it in the credits of 'Freeman's Mind Animated: Modern Major General' twenty years later and I instantly knew where it was from. I remember this game being my refuge when I was a kid. My father had left us, and some other important people in my family had bailed on us too. I felt pretty alone, and my PlayStation, with this game amongst other treasured ones, was my trustiest source of comfort and safety. The tone of this game, its quirkiness and this music left such a huge mark on me. I only just realized so many years later how much Ape Escape and Soichi Terada mean to me. Without intending to or even thinking about it, I ended up getting a taste for very similar, quirky and creative music, electronic or not. That's how I connect to my inner child and this sense of security I felt playing this game. Got very emotional this morning thinking about this while listening to this specific track. It's SO lush and atmospheric, perfect escapism soundtrack. Thank you Terada-san.

Gaming has changed a lot since 25 years ago, the gaming industry is even bigger than the movie industry now. There isn't a lot of room for experimentation these days (if we're talking about AAA publishers) as games just cost TOO much to make now. That's my guess at least.
