Frollo wasn't a priest, he was a judge. The only prominent church figure in the movie was the arch deacon, who tried to stop Frollo on more than one occasion (stopped him from drowning Quasimodo, wouldn't let him arrest Esmeralda after she had claimed sanctuary in the church, tried to stop him from breaking into the church)...
