This comparison is conceptually wrong. Each package manager comes with a specific distro and is designed to be used in that particular distribution. You can't use pacman on debian, or apt on arch. Also, the package manager doesn't define if a distro is rolling or fixed. This is so wrong a so many levels. You should delete this.

On Linux Mint I can pass a local DEB file to "sudo apt install" and it works without a problem.

DNF is probably the easiest to use imo.

@@MrSuvvri Eh, pacman is a bit convoluted when it comes to handling orphaned packages. But yeah it's easy once you know how.

Easy to use is kinda pointless. There aren't like tens of commands that you need to remember. Also, you can always make aliases. Pacman is better because it's objectively faster. It also gives you more control. For example, in Arch you can install a package without updating the repo (pacman -S) to prevent dependency issues. While in Fedora, it automatically updates the repo every time we install something with the dnf install command, kinda like using pacman -Sy command in Arch which is inadvisable.
