There are tutorials on how to make the graphics + templates available if you search for them. Look up CabooseJr's channel or Jimmie Wingfield (for the 2017 stuff seen in this video). You need: -After Effects for the graphics -some advanced video editing software (or stuff that does a ton) to make the bumps themselves like Vegas Pro. -and footage from existing Toonami bumps (you can find all of those on CabooseJr's channel) everything else you kinda gotta figure out on your own, because there's a lot of expressiveness that goes into these.
