Just to clarify, Mystic's Attuned ability would only apply to the tax action you do with the 1 pip from copying or pivoting, not from taxing using a psionic, right? I was wondering how you could use this in combination with Warlord's cruelty, and the best I could think of was using both a psionic (following an administration card) and the copy pip to get 2 resources from a city plus a psionic. The lead card would have to be administration though, which doesn't seem as strong as the combination with Living Structures. Having the consistent ability to tax for 2 resources by copying or pivoting with construction or administration cards seems pretty amazing.

Yes that’s correct. In that situation you get 3 resources instead of 2.

Yeah living structures is one of the best lore cards in the game. And leaders like Mystic make it even stronger!

What does always building "ships fresh" mean? Aren't ships always built fresh (undamaged) or have I been playing the game wrong?

If another player has more ships than you over your starport, they come into play damaged. This can be pretty brutal if another player comes in on your only starport and wipes out your fleet of ships there. In that situation your newly built ships come into play damaged until the other player leaves or is dealt with.
