I think he's gonna be way harder. Zato requires keeping track of a second character. Asuka requires keeping track of 3 seperate movesets and and then counting cards to know what moves you have left to draw.

The character designer in me wants to say the design back then wasn't entirely complete, but they had to get the story mode out on time, so they went with a unfinished design, or they simply looked back and thought they could do better, but it does come off as strange to make such minor adjustments, minus the cape and staff, of course.
