I’m wondering how cold or warm was that water at that time of day? Also, was hoping part suitable for 3 year old and mother in law?

The water is a bit cold but refreshing in the humidity, it's not super warm. If your mother in law can walk up/down the steps, then it is fine but she has trouble walking up steps or has any knee/ankle problems, then I would recommend her to stay at the observation point on top

BUT, do you have to walk back UP those 480 stairs after swimming at the bottom of the waterfall!?

Yep! Only way up and down to the waterfall.

What are some free things to do in the area?

There is a section of Tabacon river that is open to the public, entrance is across from the Tabacon resort. Also the "poza" from La Fortuna waterfall is open to the public as well.
