all he needed to do, was pull over and tell the cop that he wasn't part of it. His first mistake was hitting the blackout switch, when he was in the back of the line. He had a solid explanation as to not being part of roadblock: his kids. Furthermore, the cops didn't see him do donuts. He would've gotten out of it with only a warning.

It could be something super harmless. For example, as an incident commander I would sent somebody to figure out who the guardian of these children will be for the next 48 hours.
