Secondly, section 24a of PACE gives citizens the right to make citizens arrest when they reasonably believe an indictable offence is being committed and the police will not be able to arrest the suspect. In this case, a citizen would be well within their rights to detain the people stealing the bike. That said, whether it's worth risking your life for what is no doubt an insured vehicle is another question.

I gave them serial numbers of the items stolen, which they happened to find at an unrelated drugs raid. The boy caught, who I was told was a serial offender, got 10 whole months.
