It called Chaos language is created for NieR and NieR: Automata. For what I have hear it was the creator attempt at guessing what human language may sound like 1000s and 1000s years I in the future. Its made for parts of a mix of words for many languages. Its not meant to be understood.

It's the so called "chaos language" which was created by Emi Evans (one of the main singers of the OST) based on different existing languages. You can search it up on KZbin, there is a very nice video that explains the concept behind it!
