For starters Latios definately died in the anime, & with the creation trio out of the way & keeping it gen 4 for him to have gotten one was through Celebi. Who also once died, twice I believe. & since we know he had Latios it would only make sense if he had Latias as well as they are siblings. Only way I can see Tobias getting ahold of Darkrai especially since we know Darkrai has a habit of dipping everyone including the one's orders it's supposed to be following in the abyss, is if he had managed to obtain Cresselia to calm it down. As for Scizor it's literally the perfect pokemon to have battled all of the pokemon above given it can fly & prior to gen 6 Steel resisted Dark & Ghost as well. Meaning none of Darkrai's moves really would've phased it, especially if we assume he had Cresselia as well. Also all of the pokemon above happen to hate Bug Type moves. & their stabs would all be resisted by Scizor's steel typing. Which brings us to why Cynthia is still champion of Sinnoh- Bug Type Elite Four Member

The page "PokèFanon" has recreates Tobias's history and has give him an almost complete Pokémon Team. In this fanfiction he has Darkrai, Latios, Latias, Swampert and Ninetails and a mysterious sixth Pokémon. Tobias first battles the main character of Diamond/Pearl/Platinum and defeats 4 his Pokémon with Darkrai who is knocked out by Garchomp. Latios defeats Gharchomp but lose against Lucario and Latias defeats him by giving the victory to Tobias. The battles with Ash is different because our hero uses Heracross, Torkoal, Sceptile, Pikachu, Snorlax and Charizard. Darkrai defeats the firt two and lose against Sceptile who is knocked out by Latios, also in the anime, but after this Pikachu defeats Latios and lose with Swampert, who defeats also Snorlax but is kocked out by Charizard. Charizard in the end defeats also Latias but he is knocked out by Ninetails. After this Tobias is defeat by Cynthia in his first lost battle

I think Ash would beat Tobias if he had Charizard with him because of all his training on Charicific Valley he could beat Darkrai with Seismic Toss a super effective move and dodge his attacks and use flamethrower with all his power and when he chooses Latios , Charizard could make him weak then switch him to Pikachu so he can finish him off(It was better if he keep Sceptile and Heracross but replace Torkoal with Infernape and Gible with Snorlax)
