Well damn the sound person knew what they were doing with this performance. Down to making the studio vocals have a live quality, fading it properly when Ashlee pulled the mic away, fading in her real vocals right at the end, like really slick work. She sang it live, but the video editor replaced the record version. You can see people were enjoying the performance because they could hear it live in the hall. The only time she lipsynced was at SNL which is 11 years ago due to acid reflux. By the way, she wrote and co-wrote every track on Autobiography, I Am Me, Bittersweet World (Except her bonustrack, Invisible).

Often TV shows don't let artists play for real - it requires a lot of equipment and sound technicians to play live music in a big venue, and most TV shows aren't really made for that. So they make artists lip-synch. Even big acts like Bon Jovi have to lip-synch on certain shows ,or they can't play "live" there.

I think when she was recording the song in the studio she was hitting the notes, but by the time she was ready to perform live her voice was going through some fluctuations. Most likely the song was recorded the year before the release of the album, which was enough time for her voice to change or diminish. Most likely due to not practicing her vocals or even puberty at the least. Only though if she practiced would this performance be perfect live without lip syncing.
