Tri-Folds are single use, disposable restraints. They are designed for situations where regular handcuffs are not ideal, practical or desirable. A few typical examples include mass arrest situations, some military applications, situations where officers/agencies may not be able to retrieve their property, and aviation/disruptive passenger emergencies.
