It's not, the GC doesn't have a central structure/location. You do get envoys from the assembly mega structure though and you can split them between at least the GC and your federation.

Xbox 1 we're waiting for the next major update bringing us inline with the PC version, yup it'll suck needing to grasp the new format and tile blocks but hay it'll be fun being on the same page for a change. Love the uploads they help give newer players a good grounding in the game mechanics so thank you 👍

It’d be cool if they add in a fleet overhaul that adds a mid to late game weapon like the nuke that is capable of traveling through Hyperspace and can decimate worlds, with very few things capable of stopping them. It’d add a hint of “Should I declare war? My fleet is strong but they have the nuke and I don’t know how many they have”
