If I remember correctly, the Terminator armor suppose to be the Next evolution of Space Marine power armor but was almost scrapped due to how slow and hard to make them for each Legion if it weren't for them being so Good for taking the front in the heat of battle. It was also said that in DAoT, Something close akin to the Terminator armor was used as a Mining Suit. My theory is that the Emperor and the mechanicus found the STC and modify it for combat.

I thought terminator armour was from a stc design pre great crusade and used for mining???

Some older ones were, but stuff like Cataphractii was developed during the Great Crusade.

There's nothing better to me than dropping Deathwing Terminators, Knights and Gravis Inceptors with plasma exterminators on the table with deep strike. Its a literal wave of incredibly hard to kill walking tanks.

Yeah, given that Cata, Indom and Tart were once all the same size, the Scarab Occult terminators in SM2 aren't much bigger than Primaris Titus and co. New scale Indom probably translates to around 1-2ft taller.

This size comparison isn´t correct I believe since regular Terminator armor is able to fit in a Primaris Marine. So it should be taller.
