I have a Server poweredge R730 and the cooling fans are running non-stop. is this normal?? or is there a problem??

Check your fan throttle settings. Is server located in a data center or in a house?

If you have any Non-Dell PCIe cards installed, it will ramp the fans. Do a google search for "How to quiet r730XD fans" for a guide on the Dell forums, on how to disable this behavior.
