EPICRANDOMGUY So, Dr. Evil named his plans "Preparation A, etc" All of his plans from A through G were failures. His new plan is called Preparation H. Scotty is from the future, so he knows that Preparation H is a cream used for hemorrhoid relief (for people with an itchy booty lol). That's why Scotty laughed. In Dr. Evil's time, the cream wasn't invented yet. That's why he didn't understand why Scotty was laughing.

It is the equivalent to the American "Sheeyit" or "I'll tell ya whut" in the American south. Now the final part before Scotty replies is interesting, because it can be interpreted one of two ways: 1) It can be taken as being said correctly, in which case it means, "Isn't that right, Scotty?" 2) It can be taken as being said incorrectly, in which case it could mean "Scotty isn't". While this doesn't make any sense in either English of French, it could be that Evil was trying to sound like an asshole by saying something similar to "Scotty Don't".
