Anyone will feel it's insane, given how we are used to commercial vehicles having 300-400 nm only, even supercars have about 800-1000 nm nowadays... The 6 tonne weight isn't the first thing that comes to mind, and 9800 nm is absolutely insane even if seen in perspective of the weight. 'Trucks' are obviously interesting in that way...

It depends on where the torque is measured. You will often see torque figures like that with electric motors, usually they are measured at the rotating part with the largest radius...because the larger the radius, the greater will be the torque, there are small electric motorcycles with 10000NM torque because they are measured at the wheel.
