It is rubberized paint. When you touch it, it feels like the factory paint.

@@AutoRepairGuys thanks but it's showing as unavailable. Other issue is that the paint isn't available in the UK but I'll look into that. Looks like a fabulous product. I tried plastidip but results aren't too long lasting.
