I had a neighbor like this, next hurricane i rented a truck picked up my stuff immediately, banged on his door, told him to pick his stuff up and give him a notice from HOA, he was extremely displeased (and hypocritical)

The US used cloud-seeding as a weapon of war during the Vietnam war on Vietnam, Laos, and Cambodia to extend their monsoon season (we still do it here, there are several states with programs who use it to combat drought). China does it all the time to combat drought as well, and they used their weather modification program to control the weather for events during the 2008 Beijing Olympics. Given the deep corruption of this country, it’s not completely out of the realm of possibility. It doesn’t hurt to not be totally naive. Thinking it’s outright ridiculous makes one a complacent, “unplugged” fool.
