I have a huge dilemma about killing Party as well. But if you don't kill him, keep in mind dragons are kinda like daedra meaning they reform and are immortal. Being dragonborn allows you to eat their souls and kill a dragon forever. Don't forget Party was Alduins right hand man. Who's to say he doesn't revert back to his old ways when there is no one left to stop him.

Nepos the Nose is actually a very well written interesting character. You see his name is actually meant to be similar to the word nepotism which is fitting due to him influencing the law in Markarth in order to further Reachmen, or more specifically, Forsworn ideologies. Nepos the Nose is actually one of the most influential people in Markarth and even the Reach, the only person he answers to is Thonar Silver-Blood (another intriguing character but I digress). It can be assumed that orders given to Nepos by Thonar are changed or perhaps even completely rewritten in order to secretly further the goals of the Forsworn. Despite "serving" Thonar it is actually Madanach, King of the Forsworn, from whom he gets his true orders which are to keep people from discovering the Forsworn's plans by sending them to their deaths. Yes indeed, he is truly a genius. Lemkil abuses his kids, and openly talks about how much he hates them to the dragonborn. He deserves it. Atleast Harkon was messed up in his head and wasn't himself. He genuinely believed what he did was good for all vampires, and he loved his daughter, just wasn't able to show it for shit. Also Partysnax may have enslaved humanity thousands of years ago, but he also helped the Nord heroes to stop Alduin, spent thousands of years meditating and stopped living by his Old ways. Killing him is the same as rejecting the very concept of Redemption.
