Best practice is for everyone to have access to have read access Cloudwatch and cloud trail. Users should also have ability to create cloudwatch metrics, alarms, events

You can combine Cloudwatch and Cloudwatch events with AWS Lambda and/or SNS to take an action or send alerts when CloudWatch detects something unusual.

no need to make this too complicated. Cloudwatch is used to collect/monitor machine data from the AWS resource. While Cloudtrial is used to collect actions that have been taken for these resource. You can think Cloudtrail is audit logs.
