I think it has to do with how cool the transition is and the force and power when he returns to the main chromatic. The chromatic change really feels like he's starting to panic but then his voice returns to normal as he hides his weakness. Feels very true to the actual scene.

and to add-on to that, maybe in 1:18 he could also change forms, but from theorys, AUs and even other Dtva shows.(spoiler warning!) left: tad strange holding a piece of bread(a reference to how there was a theory that tad strange was thought to be like bill cipher-like being.) right: both king´s skull and hooty appear with bill´s eye appearing instead(a nod on how alex hirsch, the voice of bill cipher also voiced both king and hooty from the owl house as well as a nod to many theories that thought that king is bill cipher.) up: bill floating upwards, but as he´s doing so, two beings appear such as the core from amphibia controlling marcy and belos in his monster form(a reference to the book of bill where the core gets a cameo in the book and for belos...idk, i just think it would look cool.) down: will cipher crying downwards(will comes from the AU called reversed falls where he was tricked by the pines twins, who are evil to work with them.)

To me at least, it comes down to a few things a) heavy snare/kick drum hits b) considering how you space the vocals (the first turn is using atonals if ur unaware) c) a strong bass d) and often another pattern on a lighter instrument (the example being the ascending pattern on the chip instrument here at Bill’s second turn) Though I’m just a mediocre composer and it’s just what i can grasp from the music - experimenting with your stuff is extremely helpful and super good for developing and learning!!!

The vocals are considered Atonals. As the name suggests they arent tuned like chromatics, they are instead just chopped up segments of someone speaking (in this case bill cipher). they are usually short since they are used for quick paced parts like the segment of the song you timed here
