It sounds a bit like text-to-speech that this toy is using, but the voice of this bear sounds like it's using more intonation and expression than most synthetic voices of the time. I have heard this kind of voice being used in a lot of late 80s and early 90s toys (I think I grew up with one or two toys with this kind of voice) - it's like a mixture of synthetic speech and pre-recorded samples being used at the same time. I'm not exactly sure how that would work - maybe someone recorded the phrases first and then the recordings were made to sound more like a computer voice for use with the toy, since these were the early days of talking toys using digital recordings. Sorry, I'm not sure about these things because I didn't grow up with any earlier talking toys.

Renee Patete You aren’t that far from the mark. I think this was (believe it or not) the real voice of Teddy’s voice-actor. I think it was sampled in a few places and then the phrases were reconstructed to create different sentences. The computer-quality you’re hearing is *most likely* the result of audio-compression so the company could lower the cost of production by putting the sample phrases on the smallest memory chip they could produce.

@mss4562009 I've actually never taken apart a YES! Teddy Ruxpin before, so I'm not sure how to get the eyes and mouth to start working again on him. I do know the motors are different than the original bear, though, so massaging the eyes and mouth will not help to "un-stick" them. Sorry!

Baby Teddy Ruxpin is not the must useless WOW toy, Action Max is. They tried to develop a video game system, it didn't do well at all. The Action Max was a disaster and a marketing flop. Baby Teddy Ruxpin was at least somewhat commercial successful, even though it's really not that great. Is it just your camera, or is the motor as noisy as it sounds in the video? Would I get a Baby Teddy Ruxpin? No I wouldn't, but that's just me.

Pure prerecorded voices didnt really exist yet in toys, this guy used a Texas Instruments LPC voice compression chip. In explanation how it works, it DOES use actual voice clips, however the sounds are converted and compressed to work with the synthesized audio output.
