When a blue axolotl is legitimately bred, it’s a baby and unable to breed until it grows up (1 full Minecraft day at 20 min without in game ticks changed). You can, however, use a command to summon a blue axolotl, in which case it’ll be an adult and can be bred right away. The breeding cool down for axolotls is 5 min for each pair bred. If you breed 2 blue ones together, it’s easier to get a blue baby, though not guaranteed.

probably would die of entity cramming. Now that I think of it, the death rate when the axolotl count dropped was probably due to the entity cramming whenever bacon went near them with a bucket of tropical fish.
