When thinking about how big armies need to be in order to conquer a planet, just keep these figures in mind: The Great War lasted 4 years. 10 million men died The extent of land that changed hands was roughly the equivient of Poland. The entire war was, by and large, contained within Europe, barring some operations in other continents Scale up the numbers for that war to cover the entire planet, and you are looking at billions of men to fight a planetary war. And that is just one planet out of entire sectors that can be the target of a crusade.

It's funny when you mention that people say the numbers in the army can't be that large. I always found the numbers mentioned in almost every written record of a war in 40k, whether codex fluff or novels was seriously understated.

My head cannon: Imperial numbers are measured the way naval tonnage is, but the ton. So the USS Iowa weights forty five thousand tons, not ninety million pounds standard displacement. So when a book says there were fifty thousand dead guardsmen I read that as fifty million (a thousand thousand is a million, so it’s easy math). Numbers are probably still a bit low, but it’s at least plausibly close then.

My problem with the numbers in 40K is they are ridiculously small for the undertakings that are portrayed.

Even with how strong an individual Guard regiment should be with not only their lasguns and grenades, but their heavy stubbers/autoguns, multilasers, lascannons, mortars, melta guns, plasma guns, combat servitors, and their supporting armoured, artillery and air units. Given that I can give the Guard a boost to the individual unit compared to modern day units but still. And can we please stop pretending that a mainline regiment from a civilized or especially Hive world is less well equipped than modern day troops? There’s pragmatic logistics, Grimdark and then there is just lazy writing. Sure their kit may weigh a bunch and the combat computer system in the Leman Russ is some poor sod’s torso wrapped in metal and giant cables in his eye sockets but it should be there darn it!

Fun fact, the Codex Astartes allows chapters to grow beyond 1,000 marines while the marines are crusading. The Black Templars never stopped crusading, so technically they never broke that part of the codex. Other parts, certainly, but not that one.

To launch a Imperial Crusade is a massive undertaking of logistics and manpower, and if successful they crush any opponent in their way. The Great Crusade is an example of how the Imperial War Machine could literally conquer the Galaxy, and while current Imperial Crusades are no where near as successful as the Great Crusade they nevertheless prove to be vital for the survival of the Imperium in the Grim Darkness of the Future. Now with Guilliman return he has launch is own Imperial Crusade to save the Imperium that he and his brothers forged, and this has brought hope and reignited the fighting spirits all the people of the Imperium to fight against the coming darkness.

When Julius Caesar was assassinated he had an army of around 150,000 waiting for him in Greece waiting to invade Parthia. That’s just two thousands years ago. The Roman mind for logistics and engineering was truly an amazing thing to learn. After 300 AD it was almost impossible to arm or even feed an army that large for another 1500 years because humans forgot how it worked. Flash forward to the ottomans and they could do it but just barely then to WW1 where millions of men and women were mobilized to fight that war. So imagine what could be done when the pool of potential soldiers and workers of millions of worlds and you know they could probably do it, especially when you talk a spacefaring culture of almost limitless resources.
