It is perfectly possible to be "well spoken" with an Essex accent (indeed, with any regional accent). It isn't the accent, but the use, or absence, of lazy vernacular and slang that you are referring to. People often refer to a public school or home counties accent as "posh" or "well spoken", even if the grammar and enunciation are appalling.

This method of river fishing close in to the bank with a float set well over depth so it lies flat on the surface of the water is called 'stret pegging'. John Wilson Goes Float Fishing showed this method with lumps of breadflake to catch carp on the river Test.
