Actually it is designed for that. Every time you go over a bumb or a hole in the road the handlebar must absorb any kind on force applied to it, be from either the riders arms or even the mirrors on the handlebars. And on top of all of that when designing these parts for any kind of transportation vehicle there is always a mechanical safety factor included so they shouldn't break in these circumstances... so it was a shitty weld.

John Doe I can say this about Chinese steel having worked in the railroad industry. My road bought some of their steel, ie Joint Bars, stuff like that. It was crap. The joint bars were failing all over the railroad. We had to go replace them all. It was basically like having broken rails all over the railroad. Crap steel. And they have that crap steel in that huge ass dam they built. When that sucker fails, it's gonna be catastrophic.

It is poorly designed. A properly bent one-piece bar will always be stronger than a welded multi-piece bar. Even if it's perfectly TIG welded, it's still not as strong. The welds are at high-stress points and the metel next to the weld, not necessarily the weld itself, is more susceptible to cracking because it has been subjected to a cycle intensely high heat and cooling.
