To my understsnding Urashiki lost in a fight to Jiraiya, Boruto, kid Naruto, and Adult Sasuke. Isshiki on the other hand...off screened rock lee, tenten, konohamru, and kiba in one punch. Then went on to whoop Adult Sasuke, break Boruto's bones, and punk Naruto to the point where Naruto had to basically open the 8 gates version of the ninetails chakra mode. And even with all that...it wasn't all the way enough. Kawaki needed to hop in the picture. Keep in mind that Isshiki was weakened after the previous Naruto + Sasuke fight and just got out of a fight with Kashin Koji. I'd put Hagoromo and Hamura in the high tier and then put Isshiki with Kaguya. It took Hagoromo and Hamura ,[combined], daysof fighting just to [seal] Kaguya 😅.
