Depends on how big their head is. If they have a small head then yes with maybe an added row. If they have a bigger head I would go up a size.

I would have to make another toddler size and measure. But for adults it’s about 36g. With one skein I can make a few hats

By first 2 circles do you mean the first two rows? If so that’s ok, I stretch mines out so that you can see it as clearly as possible.

I got to the row where you had 60+ stitches and it fit my adult head. It seemed WAY too big for a toddler!!

Maybe our tension is different, I have used this pattern with an h hook and 4 worsted weight for so many toddler hats (my kids included) and it’s always spot on. Can you try going down a hook size?
