Tbh in the beginning she wasn't evil, but it was clear she was mentally not completly stable and the Joker, beeing Joker easily took care of this. Didn't change much she become pretty evil, thats a fact. Yet it is kind of sad still as it shows how manipulation and corruption can bring people down to the worst things.

I don’t know whether to blame the writers or the studio, but they should have got someone like Batman or Ivy (Who is charging I think they ruined as well….), to get Ivy to wake up and see what Joker is doing to people and the city.

I object to Riddler being ranked lower than Rupert Thorne. Thorne is a mob boss. He's had people killed, and there was a throwaway line about fitting Dent with a set of cement shoes, implying he's done that. In this show, the only people who were in danger from the Riddler were his old boss, Batman, Robin, and Commissioner Gordon.

You know, don't you think Clock King and Riddler have a lot in common? Both want revenge on someone for something that had to do with a company, both are pretty intelligent, both wear similar outfits (that is if you remove the color and switch out the purple mask and clock-glasses), and both in their first episode escaped capture. I'm just saying, because for many villains that have in the show teamed up, I'm surprised that these two didn't, especially seeing how little they used Clock King. They might even almost defeat Batman with Clock King’s perfect timing and Riddler’s traps (he can even use the riddle Hickory Dickory Dock as part of the riddle).

Riddler has become a Killer in the last few years. Part of it was the comics following the Gotham TV show, but yeah, Riddler is a killer now. Previously he only one accidental death on him. My qualifications, reading comics since 1964, I had access to hundred of comics from 1941 to 1964, I was manager and eventually owner of different Comic Book stores from 1984 to 2008! Comics changed about 2010 and so I haven't kept up as much since then.

Ras Al Ghul is the most evil though. Guy tried to kill the entire planet, even the Joker would take an issue with that; "If you kill everyone, who's left to get the joke?" And never forget why Ras was kind to his daughter.... which makes the plans he had of her and Bruce look even odder. Genetically speaking, it would be quite the human and Ras would take that one too, most likely. Joker is most chaotic, not most evil. Let us not forget one of his plans involved patenting a smiling fish.

Mr. Freeze did have a brief redemption arc when he truly apologized for his past misdeeds and used what wealth he accumulated to start the Nora Fries foundation to attempt to help those he hurt. As for Ra's Al Goul, he took over Talia's body.

Oddly enough, they mentioned she never got free of him in that show, which is technically correct (not in BTAS), but then they mentioned Return of the Joker and what happened to Tim Drake. You know, the same movie where we see her appear as an old woman in the end? Yeah. Harley DID get free of the Joker...after he fucking died the first time, reformed, and tried to keep her family away from that life (as seen at the end of the movie when she walloped the DeeDee twins with her cane). She just waited until Batman Beyond to do it. XP

A couple of things: I don't remember Bolton trying to kill anyone except Batman. Which is everyone on this list. Mr. Freeze technically tried to wipe out Gotham in one of his later episodes, so that should definitely affect the ranking. (Cold Comfort) I'd argue that Roland is in fact worse then Scarecrow, on the basis that his products tend to cause much greater long term damage. Most of Scarecrow's toxins wear off eventually. Plus between trying to give Gotham rabbis, and selling the Clayface formula commercially, he more than earns a higher tier spot with all the stuff he pulls. I'm kind of disappointed though that his main benefactor Milo wasn't on here to be honest. The guy could definitely take third or fourth place easy. Edit: I recently watched "Sideshow" and Killer Croc actually does turn away from stealing the money initially. It's only when Batman shows up, and the circus group prevents him from killing Batman, that he show's his true colors.

Yeah, nothing against the writers, because it's clear that many of them are great at their creations, but I think Harley was done a disservice. I hated the way that they just continued for her to be with Joker (like in the episode "Mad Love"), even when people tell her to look at what she's turning into. For a character with so much potential I feel like the way the pacing of the show with her felt kind of contrived, though may be a problem other villains as well, who we either feel sympathy for, are morally complex, or have shown some good in them, like Poison Ivy, Two-Face, Clayface, Catwoman, Andrea/Phantasm and Mr Freeze, but I digress. It all felt kind of contrived. A good example of this is in "Harley and Ivy" where Poison Ivy chastises Harley for still loving the Joker after all the abuse he puts her through, yet it didn't seem to bother Ivy to be hanging with the Joker in "Almost Got 'Im" or "Trial". Maybe it's just the studio who wanted us to see villains doing their villainy acts, but failed to see the background more to the character arcs (and because WB really has no respect for animation). But unfortunately, it made many characters' arcs very out of place and contrived. I wish that an episode like "Mad Love" is where Harley actually finally open her eyes and realize what Joker is.

Mr. Freeze should have been way higher. In one episode he planned on dropping a freezing bomb on Gotham that would have resulted in the deaths of millions of people all because he wanted to make Batman suffer. That's a really evil thing to do, regardless of how tragic his origins are.

Actually, Scarface is seen/heard speaking even without Wesker, and Catwoman even responds to him while keeping him in her hands. Wesker was a weak, incapable and bumbling idiot even before knowing Scarface. In fact, Scarface was the one who got lobotomized in the Justice League series, along with the other Arkham inmates in that alternate universe, not Wesker. Plus, I remind you that Ra's KILLED his daughter in Batman Beyond! And don't we forget that Two-Face murdered Tim Drake's father and tried to gas Gotham to death.

You left out Kyodai Ken Kyodai Ken (巨大剣) -- literally "the huge sword" or "the gigantic sword" -- was a villain who also called himself "The Ninja"). He was a skilled ninja and an antagonist of Bruce Wayne. He is the main antagonist of both episodes "Night of the Ninja" and "Day of the Samurai" in Batman: The Animated Series.

Great list, but there's one glaring omission- Kyodai-Ken, the Ninja that trained in the same Japanese martial arts school with Bruce Wayne. Kyodai-Ken grew up in a poor family, which explains but doesn't excuse his choice to be a criminal. He's an arrogant student, gloating after his victory over Bruce in a practice match. He betrays his martial arts school by attempting to steal an ancient artifact but is stopped by Bruce. He travels to Gotham to steal some fine art and kidnaps Summer Gleeson. Later on, he kidnaps his former sensei's student and uses her to blackmail his sensei into revealing the location of a scroll containing the secret of a lethal martial arts technique. Kyodai then kidnaps Alfred to bait Bruce into meeting him for a final battle in which he unsuccessfully tries to use the technique to kill Bruce. He's a disgrace to his school, a thief and a kidnapper that only seeks personal gain. I would put him between Clayface and Lockup.

2-face: lawful evil villains who follows the 2 options he has desided and uses a coin to choose a route, his coin has 2 heads but one has been damaged and it means he must tale the violent action rather than the peaceful option, the side of the coin that isn't damaged is the side of the coin that leads to the possitive outcome. Example: kill or spare (example: alfred or robin) for working with batman, he flips the coin and it lands of good heads, he spares them and also never goes after them again as per the directions of the coin. However if he had landed on bad heads he would have red hooded robin. Another situation is that he flips the coin to choose his future. perminently good = bad head, remain evil another night = good head. And one day it he flips and ends up being on the bad head side which makes 2-face panic as Harvey finally has his chance and heavy bandages his face and reconstructs his face permanently changing sides as the coin dictated.
