Simple answer just look at government funding and investment for say infrastructure and the you have your answer. Not sure the UK Government is aware that the country doesn't end at oxford.

Sheffield is in 'the North' ? You have a problem in your attitude, right there. Sheffield is about halfway up England. There's a lot of England north of Sheffield. It's not a North South divide - it's a London/not-London divide (London being defined as anywhere from where you can be in the centre of London within 45 minutes. You need to move the administrative capital to someplace like... Sheffield, say, - somewhere roughly in the middle. Or declare a new country from North Yorkshire to the border. Can you imagine how poor Scotland would be if it was part of England? That's why it's not.
