The scary thing is that it might not be raining heavily in your area and suddenly the flood arrives with little or no warning. I was in the flood of Vera in 2012, raining a little but nothing unusual - 30 minutes later we had 1 meter of water in the house. Some houses near the normally dry river bed had water up to the ceiling - 2.5 meters.

There is a very well documented history (especially since the 14th century) of extremely heavy flooding in the Valencia area ever since the city's founding by the ancient Romans 2200 years ago. The previous severe flooding event in the area (causing over 80 fatalities) occurred on 14 October 1957 and is known as the Great Flood of Valencia: following that latest repeated devastating flood, Franco ordered the southward diversion of the Turia River to reduce the impact of future heavy flooding on the city of Valencia and that work was completed in the late '60s. (One can only guess at the likely INCREASED level of damage and fatalities of the current flood event had that diversionary work NOT been completed). The area of Valencia lies on the coast at sea level and is almost completely surrounded by higher ground. It is effectively a flood plain for the (historically notorious) Turia River. A short academic paper titled *"Increased risk of flooding on the coast of Alicante (Region of Valencia, Spain)"* published in 2010 addresses the huge levels of property development and consequent population increases in the area and how that exacerbates flood risks and flood outcomes. The concluding paragraphs of the paper make for some very sobering (and arguably predictive) reading indeed.
