1975, ஜூன் 25ஆம் தேதி, மத்திய அமைச்சரவை கூட்டம் தொடங்கியதும், எமர்ஜென்ஸி எனப்படும் நெருக்கடி நிலை அமலாக்கப்படுவதை பிரதமர் இந்திரா காந்தி அறிவித்தார். கைது செய்யப்பட்ட தலைவர்களின் பட்டியலையும் கொடுத்தார். நெருக்கடி நிலை அறிவிக்கும் நிலைக்கு தன்னைத் தள்ளிய நெருக்கடிகளையும் பட்டியலிட்டார்.
அமைச்சர்கள் அதிர்ந்துபோய் மெளனம் காக்க, அங்கு கேள்வி எழுப்பியது ஒரு அமைச்சர் மட்டுமே. தைரியமாக கேள்விகேட்ட பாதுகாப்பு அமைச்சர் ஸ்வரண் சிங் கேட்ட கேள்வி என்ன தெரியுமா? 'அவர்கள் எந்த சட்டத்தின்கீழ் கைது செய்யப்பட்டார்கள்?' என்பதுதான்.
