I am going to share my personal experience. First time I applied for international scholarship for my master program in 2016, I applied in five universities but only one offered me partial scholarship which covers only tuition fee, I didn't accept the offer but this thing gave me confident that I can get scholarship next year InshaAllah, in 2017 I applied gain only in three universities all offered me fully funded scholarship (I did all this without any agent, just from google search) and I selected university with better rank. After my master I applied for PhD scholarship in 2020, but only one university in QS top 100 offered my partial scholarship which covers only tuition fee and I started online study because of COVID-19, and in 2021 I applied again in five universities for full scholarship and also applied for my wife. And Allhamdulillah four universities offered me fully funded scholarship and one partial. two of them are in top 100. But I didn't choose top hundred because me and my wife got fully funded scholarship in same university which is in top 250. And Allhamdulillah we both are doing our PhD. My only purpose to share this story is that now a days every one have android mobile and internet access, when you internet access it means world is in your hand, you can search and get every thing. Only thing I would like to advice you is when you see any scholarship advertisement, just way is to visit the official website of university, just follow the guidelines given on university website, no need to go any where else. Other thing is this must keep in mind that when you are applying for scholarship, all applications are for scholarship in university, and if there are total 100 applications it means all 100 have same level qualification, the thing is this how can you make it possible to bring your application in top 10 out of hundred, CGPA? no no, CGPA doesn't matter. First is to have quality publication which can bring your application in top 50 out of 100, second is to have strong research proposal which will bring your application in top 20, and third is to have extra documents like IELTS, GRE etc even not require which can be successful in your application.
