I think it could be a pressure protection valve not sure depends how it is plumbed . But the first thing to check is to plumb your own gauges in the tanks to make sure the ones in the cab are correct and next I would test and make sure u can actually build pressure to 120 from the compressor. Next check the 2 way check valves by draining each tank and make sure pressure does not drop on the other tank. Next you could follow the pressure line from the tank that feeds to the governor to turn it on and off. And make sure there are no pinches and see if u can get 120 psi up at the governor from the tank to tell it to stop building
