I don't know why Frieza stopped after spending 10 years of training inside the ROSAT on a different planet before coming back to meet Goku and Vegeta instead of keeping on training for more (50 or probably 100 years) than 10 years inside the ROSAT so Frieza should be more than enough to give Beerus a real challenge even if he's at full power. (I don't like that Toriyama likes to keep Beerus being "always stronger than anyone" no matter what in his own story, but whatever.)

Bro. Frieza in 4 months skipped over All of these sagas that Goku trained in. Frieza before training got bested by a Goku who tapped into Super Saiyan for the 1st time. Now, he surpassed Goku who trained 1 Year in Yardrat, which got him higher control, 3 years of preparation for the androids, 1 whole year of mastering in the Hyperbolic Time Chamber, 7 Years in the Otherworld and 4 Extra Years doing diverse training. Dont forget the biggest 6 month growth ever, where he trained with Whis to Use Super Saiyan God and Stack it with Super Saiyan, on top of having God Ki in Base. And Frieza shrugged all of that off in 4 Months. So, if he trained for 10 years, he'd shred Beerus to pieces. Who's to say his Black Form is his final one.

Sure they pushed them more but Beerus was simply lying to pressure goku to achieve power that can be achieved in the moment. Beerus fought against all the gods of destruction at the same time in the manga while using ui. Beerus also 1 shotted blue evolution vegeta after the Moro arc. So it is safe to say that Beerus was holding back a lot of power during the battle of gods arc.

Black Frieza one shotted a beginner level Ultra Ego Vegeta and True Ultra Instinct Goku (UI Omen w/ emotional power-ups). Even feat wise, Beerus is weaker than Black Frieza and we know both haven't been using full power or even close to it.
