Pacemakers/pacesetters. Nothing new. Elite runners are hired to do just that, hoping that the competing runner will perform better. If that's the case in this event, then there's no cheating involved. I hope that's the context here. But if the other three runners signed up as competitors (and not registered as pacemakers/pacesetters), then yes, it looks fishy.
