Your excellency you spoke about under dvlpmnt in the tropics and how wetland distribution and Nile crop growth is destabilizing the rain system. Your excellency Uganda is an agricultural country and according to the agricultural knowledge we have is that the main problem is a world wide phenomenon. So the Nile basin initiative has to first consider that our country is landlocked,totally dependent on agricultural exports and being a fact that 60% of the rain comes from the ocean and 40% from local bodies it will be kind of hard to implement and lay out the consensus. Egypt has to wait for a constitutional amendment and governance in the country to work out its projects. Let's first deal with the problems at hand that's Uganda has to become democratic to sign agreements with democratic countries. The 600 million dollars you can use it to fund other projects in your country. As Uganda we are not in a rush to sell our Birth right.

Egypt and Sudan's share, including Tilna, is 49 billion. That is, what Egypt and Sudan get is 8%, and what Ethiopia gets is 92%. The Ethiopians are used to the depression and its allocation. These are colonialists, they colonized Egypt, these people originally come from the Arabian peninsula. The original people of Egypt are black Egyptians & they are found in upper Egypt which is Aswan. Real Egyptians are Nubians.

The hostility between Egypt and Africa is led by the Ethiopians due to Ethiopia’s colonial ambitions and its use of water as a political means of pressure and selling water. This does not lead to any cooperation, but rather conflict and the division of the Ethiopian state itself. Nasr provides development programs and cooperation instead of conflict and creating international conflicts, especially since Europe and America want to feed any African-African conflicts so that they can benefit.

Because Egypt is in need of making more friends among the Nile Basin countries in order to challenge and defeat Ethiopia which is one of the sources of Nile that contributes 86% of the water. By making all African countries its friend using its money. Egypt is intending to isolate Ethiopia from the rest of Africa which is selfish, dangerous and unfair. All African countries have the God given right to use their own natural resources. To your knowledge, all the civil wars that have been taking place in Ethiopia are funded by the Government of Egypt in order to disrupt the building of any dams that produce electricity.

The crucial words I have heard from Dr. Badr are "cooperation" and "collaboration." I don't see how all the stake holding countries of the Nile basin could lose by working together as the Egyptian delegation has suggested, instead of quarrelling over such an abundant source of fresh water as the Nile! Indeed, all of them should also be aware that "without the Nile," Egypt "wouldn't have the civilization" they "have" let alone survive I may add! Anyone who has seen what a desert looks like as I have, knows that the Egyptians are not exaggerating at all. We in Uganda take water for granted since we have so much of it everywhere. On the other hand, the scarcity of water in Egypt and the Sudan is a life and death issue.

What African countries are asking Egypt is that let share this water because it is enough for all us but Egyptians are saying that the only true owner of this water is Egypt alone so if anyone dares to touch this water their hands will be cut. They say with confidence that all the Nile Basin countries do not have the right to use their God given resources. Look at what is happening in Ethiopia, millions of people are dying in the civil war which are 100% funded by the Government of Egypt. Not only this, Ethiopians were not allowed to use irrigation to grow crops except rain water. Governments are changed violently in Ethiopia the moment they started large scale farming. Do you think this is fair?

It would not be economically feasible at all, given the distance overland between Uganda and Egypt. However, this is not the subject of discussion. Could you please stick to the river Nile basin issues and nothing else.
