For those not from the UK who may need some context, in the UK the police would very rarely engage with motorcycle offenders because if the police where to chase them and the motorcyclist get hurt or killed, the officers would be liable. So for years and years police would not chase motorcyclists, especially if they were not wearing a helmet etc. This then lead to a point where robberies where happening all the time and thieves making off on scooters, knowing the police would either give them a wide berth or not chase at all. But eventually things got so bad and there were so many violent robberies with offenders on scooters/motorcycles the government changed practices and law to allow officers to 'safely' make tactical contact. It had to happen.

@@FishOnTwoWheels I lived 8 years in Guatemala in my early 20's so probably more then you? just because you've been bullied by your neighborhood tough guy at school doesn't mean that tough on crime works. Try being racketeered by the "Authorities" and see how nice it is giving them absolute power. Allowing barbaric laws, results in a barbaric society. If the thief knows he might get his hands cut or get executed, then he might as well execute the victim to prevent a witness. Let's face it, you've probably lived a very sheltered life, with most of your crime experience being on KZbin or the TV. Maybe you've had the occasional pick pocketing? plausible one fight? It's unlikely that you've been mugged, but I'll give you the benefit of the doubt. Chances are that you've only experienced a very mild form of crime in a very safe country. I doubt that you've had much real life experience, and seen how brutal mob justice is when you let morons like you decide what's fair, and how it can ruin communities. Try living in a country that is real tough on crime and see how your life will surely improve, hey at least there's no crime left right? To be fair I've also grown up very sheltered and in a very safe part of Northern Norway where violent crimes or general crimes are non existent. but unlike you, it seems like I've been able to think beyond my neighborhood and had experiences that tells me that you can't justify crimes and violence with more crimes against humanity and violence... Now days I still live in Northern Norway because violence either by the public or the authorities is un bearable, and living with people like you who think everything should be punished by a more severe punishment is very exhausting.
