Actually, wavedashing is just an exploit, not a cheat, and is 100% intentional. We know this because Sakurai actually made some internet post a _long_ time ago actually describing how to do it, and one of the developers already confirmed that the team always knew it was possible. Now, whether they anticipated it being used so heavily is another matter entirely.
