Some issues were that Russia was bombarding those who head west wkth mortar fire, that the safe evac zones have already gone 10x over capacity, and many leftover just won't leave their homes. There's elders here in Alaska who would refuse to head to Canada or the lower 48 if we were invaded and likely youth who would just run to the hills occupying the cabins instead of giving uo their homeland
