Hey sorry for the late reply! I am going to build him to pair with Theodora. If u use her maneuver skill for commander 75% charging instant activation, and Sun Tzu as captain. Will use High Alert and Strategy master to get huge bonus activation of the signature skill

If you use him as a support hero and Philip as commander, then I would use strategy master + flash of inspiration
