They have to come from another universe in order to fill the missing gaps, but in their universe Shells-Bal is the silver surfer but being noble like all surfers are she will stay with the collapsing universe with her people rather than come to our 616 universe. So you get them both

And it's not even for the Salem of story or quality. It's all sell out, woke ideology, and forcing statements and points down everyone's throat. I didnt think Falcon and the Winter Soldier show was that good, maybe it was just me, so why would Marvel have the writer of that show, work on the movie? Not to mention, I just dont like a non super serum Captain America, I love Sam Wilson as the Falcon, think hes an awesome character, but him as the new Captain America just doesnt work for me, I dont even think Bucky as Cap would, even though I know both got the shield at one point or another in the comics, but who knows, maybe the movie will suprise and be a return to Marvels high point...
