You need the Avenger, then buy the Operation Terminal Inside the Avenger.

Does the cooldown kick in after you complete 3 missions total? I’ve done surgical strike 3 times in a row after the last it said there is a short period between missions…

normally it's after every mission. I've found that doing a different one all owes you to skip it; idk why it didn't for you unless you took long enough in between.
