Yes! Do this during the new setup. Make sure you go to the playstore and download / update "smart switch" app from samsung on your older android. It most likely won't be installed if it's not a samsung phone. You won't have to download anything on your new samsung device. Let me know if you need any more help.

Unfortunately no. From my experience, you still have to sign into apps on the new device.
