Eli was a power abusing asshole of an admin on a server with other admins who didn't want to reign him in. Yes his clips are funny but hes one of the main reasons GTARP's popularity died a few years ago. It wasn't until Nopixel's popularity 2 years ago that GTARP had a resurgence. Koil obviously knows about the controversy surrounding Eli which is probably why hes had to take a step back a few times and observe how he is handling things. This more or less led to him retiring the character of Francis.

Its a skill based thing that abuses the game's physics and not easy to pull off so its allowed. Its basically in a grey area when it comes to whether its allowed. I'd imagine its not allowed to be used if you're running from the cops because the speed is insane.
